As these programs move toward closeout, many recipients may receive Information Document Requests (IDRs)—formal requests for clarification or supporting documentation outside routine Project and Expenditure Reporting. Receiving an IDR does not automatically indicate noncompliance or wrongdoing. It is Treasury's mechanism for resolving a specific question, obtaining missing information, or confirming that an award complies with applicable requirements. However, because an IDR becomes part of the official grant record and may affect closeout, recipients should treat every request as a formal compliance matter requiring a timely, complete, and carefully reviewed response. ### Why It Matters Unlike routine reporting, an IDR focuses on a particular issue or documentation need. Treasury may use an IDR to clarify information previously reported, obtain missing records, substantiate expenditures or program activities, or verify compliance with SLFRF or CPF requirements. Recipients may receive these requests months—or even years—after submitting a report or incurring an expenditure. The timing often reflects Treasury's continuing monitoring and closeout activities rather than a newly discovered problem. Regardless of when an IDR arrives, the organization must be able to connect its prior reporting to the underlying financial, programmatic, procurement, and compliance records. Treasury reviews each response to determine whether it fully resolves the inquiry. If the submission is sufficient, Treasury closes the IDR and may provide additional guidance. If the response is incomplete or raises additional questions, Treasury may request further clarification, and the IDR remains open. Unresolved requests can lead to noncompliance findings and, in some circumstances, the potential repayment of awarded funds. ### What Organizations Should Do Now IDR responses are managed exclusively through Treasury's online reporting portal. Although recipients receive an email notification when an IDR is issued, Treasury does not accept the formal response by email. The portal is the official system of record for the request, supporting documentation, and related communications. When an IDR is received, the organization should: - Review the entire request carefully and identify every question, required document, and response deadline. - Assign a knowledgeable response lead and involve program, finance, procurement, legal, or leadership personnel as appropriate. - Reconcile the request to previously submitted Project and Expenditure Reports and underlying organizational records. - Assemble complete, clearly labeled supporting documentation that substantiates the relevant expenditures or activities. - Provide concise, well-organized explanations that directly answer each question without adding unrelated information. - Complete an internal accuracy and approval review before submission. - Upload the response and all requested documentation through Treasury's reporting portal by the stated deadline. - Retain a complete copy of the submission and continue monitoring the portal until Treasury formally closes the IDR. Organizations should not wait until an IDR arrives to prepare. Maintaining organized electronic grant files, periodically reconciling reports to supporting records, assigning responsibility for monitoring Treasury communications, and establishing an internal IDR review and approval process can significantly reduce response time and compliance risk. ### The Witt O'Brien's Perspective An IDR should be viewed neither as a routine administrative email nor as an automatic enforcement action. It is a formal opportunity for a recipient to clarify the record, demonstrate compliance, and resolve Treasury's questions before they develop into more significant findings. The strength of the response will depend not only on the documents submitted, but also on how clearly the organization connects those records to its prior reporting and the applicable award requirements. The most effective response strategy begins well before an IDR is issued. Organizations that maintain audit-ready documentation, clearly assign responsibility, reconcile grant records regularly, and use a coordinated internal review process will be better positioned to respond promptly and protect their funding.
