Grant Insights

The purpose of the Safe Streets for All (SS4A) Grant Program is to support planning, infrastructure, and behavioral and operational initiatives, that prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micromobility users; motorists; and commercial vehicle operators. Program funds are authorized through the Infrastructure Investment and Jobs Act (IIJA).

Consistent with the agency’s overall mission, the Department of Transportation (DOT) seeks to award projects that promote safety, equity, and environmental justice; create proportional impacts for all populations in a project area; reduce roadway fatalities; and support the creation of good-paying jobs.

Total Funding Available  $1,256,687,000 for FY24 (IIJA/BIL appropriates $1B annually to the SS4A Program through FY26; these levels are subject to change)
Award Minimum Planning and Demonstration Grants: $100,000
Implementation Grants: $2,500,000
Award Maximum Planning and Demonstration Grants: $10,000,000
Implementation Grants: $25,000,000
Recipient Cost-Share/Match Requirements:

Applicants must provide at least 20% of the total project costs via non-Federal matching contributions.

Summary

Planning and Demonstration Grants Activity Types:
· Develop an Action Plan;
· Conduct supplemental safety planning to enhance an Action Plan; and
· Carry out demonstration activities to inform the development of, or an update to, an Action Plan.
 
*The three different types of activities under Planning and Demonstration Grants can either be bundled together into one application, or an applicant may choose to request funding for only one of the activities.
 
Implementation Grant Activities:
· Implement projects and strategies consistent with an existing Action Plan that address roadway safety issues
· Supplemental planning and demonstration, design, and development activities for projects and strategies that inform an Action Plan
 
**DOT encourages Implementation Grant applicants to include supplemental planning and demonstration activities in their application.

Eligible Applicants
  • Metropolitan Planning Organization (MPO)
  • Political Subdivision of a State or Territory (i.e., Local Governments)
  • Federally Recognized Tribal Government
  • Multijurisdictional Group of Entities described above
Implementation Grant applicants must also meet at least one of the following conditions:
(1) Have ownership and/or maintenance responsibilities over a roadway network;
(2) Have safety responsibilities that affect roadways; or
(3) Have agreement from the agency that has ownership and/or maintenance responsibilities for the roadway within the applicant’s jurisdiction.

*Implementation Grant applicants must have a qualifying Action Plan
**Applicants may only apply for a single grant type, but both grant types have the option to include Planning and Demonstration projects under them.
***States are not eligible applicants, but DOT encourages applicants to coordinate with State entities, as appropriate.
Special Consideration

Additional Award Considerations:
Planning and Demonstration Grant applicants that have a fatality rate equal to or greater than 17.0 fatalities per 100,000 population.
 
Implementation Grant applicants that have a high percentage of funds that benefit underserved communities, are in rural areas, request less than $10million in Federal funds, support geographic diversity amongst the Implementation Grant award recipients, have a finalized comprehensive safety action plan, and/or have a high Killed and Serious Injuries (KSI) per $1M in Federal funding rate.
 
Of the total funding available, DOT anticipates awarding at least $656,687,000for demonstration activities that will inform the development of an Action Plan.

*The goal of an Action Plan is to develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries in a locality, Tribe, or region.
 
Applications that engage multiple jurisdictions in the same region are encouraged, in order to ensure collaboration.
