Overview of the September 2023 Pre-Publication Uniform Grants Guidance (2 CFR 200) Update

  • On September 21, 2023, the Office of Management and Budget (OMB) submitted pre-publication guidance that contains updates to OMB’s Uniform Grants Guidance. The proposed revisions will soon be available for public comment.
  • The pre-publication guidance is a substantial rewrite of the existing Uniform Grants Guidance. The aim is to reduce administrative burden, streamline grant rules, and reduce barriers to entry.
  • The pre-publication guidance combined rules from multiple documents and Federal agencies. This streamlines the reporting requirements by reducing conflicting or ambiguous language from multiple Federal funding agencies.
Key Updates 1. Simplify Compliance and Reporting: Efforts have been made to reduce duplicative approval streams and reporting. For example, “prior approvals” for spending on specific items on an already approved budget will no longer be required. Furthermore, stipulations regarding reporting and requirements will be refined to communicate requirements and reduce ambiguity. With the simplification of requirements, more time can be spent assisting communities instead of satisfying Federal reporting requirements.

2. Increasing Accessibility: OMB aims to increase the accessibility of Federal opportunities to more entities. Grant funds often come with high administrative costs from a complicated web of Federal requirements. With the streamlined Uniform Grants Guidance, the proposed changes will simplify grants for non-experts. Furthermore, the Notice of Funding Opportunities (NOFO) will be written in plain language, with an executive summary clearly stating the critical information needed.

3. Targeted Community Assistance: The proposed guidance ensures that communities who need assistance can benefit from Federal opportunities. For example, the proposal no longer requires that notices, applications, and reporting be submitted in English. The streamlined requirements will assist non-experts and small organizations in navigating the processes to apply for Federal funding.
