Grant Insights

The purpose of the Flood Mitigation Assistance Swift Current (FMA Swift Current) program is to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and to enhance community flood resilience within NFIP-participating communities. FMA Swift Current aims to streamline funding through disaster declaration and flood insurance claims-based eligibility, minimized application periods, and narrowed project-type eligibility. Program funds are authorized through the Infrastructure Investment and Jobs Act (IIJA).

The Department of Homeland Security (DHS) seeks to fund projects that advance both DHS and Federal Emergency Management Agency (FEMA) Strategic Plan priorities of community and climate resilience, investment equity in disadvantaged and underserved communities, advancing mitigation investments, and building a national culture of preparedness.

*Maximum allocations are dependent on both the number and dollar amount of NFIP flood insurance claims received by the applicant in the eligible declared disaster.
Recipient Cost-Share/Match Requirements:

Subapplicant non-Federal cost-share requirements under this program is 0%, 10% or 25%, 
dependent on FMA definitions of the NFIP properties receiving assistance.
*Generally, a 25% cost-share is required, unless specific FMA property definitions are met.

Summary Eligible Individual Flood Mitigation Projects:
  • Property acquisition and structure demolition/relocation
  • Structure elevations
  • Dry floodproofing of historic residential structures or non-residential structures
  • Non-structural retrofitting of existing structures and facilities
  • Mitigation reconstruction
  • Structural retrofitting of existing structures

Properties included in applications and subapplications must be FMA and/or NFIP defined Severe Repetitive Loss (SRL), Repetitive Loss (RL), or properties deemed Substantially Damaged after the applicant’s disaster declaration date.

Applicants must receive a major disaster declaration for a flood-related disaster event between June 1, 2023 (backdated) and May 31, 2024, AND meet at least one of the three specified claims criterion:

  1. Has at least $1M in prior NFIP flood insurance claims from June 1, 2022, to the disaster declaration date; OR
  2. Has 500 or more NFIP flood insurance claims in the declared flood-related disaster event; OR
  3. Is a U.S. territory or a federally recognized Tribal government applying directly to FEMA.
The application eligibility period start date will vary by applicant. Generally, the eligibility period is 120 calendar days. However, if the applicant has more than $1 million prior flood insurance claims in the previous year and the declared disaster results in 500 or more flood insurance claims for the applicant; or the applicant is a U.S. Territory or federally recognized Tribal government applying directly to FEMA for assistance, their eligibility period deadline is 150 calendar days.
 
*Each eligible applicant shall designate one agency to serve as the applicant for FMA Swift Current funding and each designated agency may submit only one FMA grant application.
**Applicants and their subapplicants develop and submit subapplications to FEMA during the applicant’s eligibility period.
 
Subapplicants:
Communities, including local governments, cities, townships, counties, special district governments, and Tribal governments who choose to apply as subapplicants are considered subapplicants and must submit subapplications to their applicant agency. Certain political subdivisions (for example, regional flood control districts or county governments) may apply and act as subapplicants if they are part of a community participating in the NFIP where the political subdivision provides zoning and building code enforcement or planning and community development professional services for that community.
 
*Subapplications under which two or more entities would carry out the award are eligible, such as a multi-state or multi-Tribal initiative; however, only one entity may be the subapplicant with primary responsibility for carrying out the award.
 

Special Consideration

Applicants are required to have a FEMA-approved State Hazard Mitigation Plan and subapplicants are required to have a FEMA-approved Local or Tribal Hazard Mitigation Plan, in accordance with 44 C.F.R. Part 201, at the time of application and at the time of obligation of the award/grant funds.
 
Eligible structures must have an NFIP policy (including a Group Flood Insurance Policy [GFIP]) in effect prior to the opening of the application period and the policy must be maintained throughout the life of the structure.
