BROWNFIELDS CLEANUP GRANT
Grant Insight
The purpose of the Brownfields Cleanup Grant is to support cleanup activities addressing hazardous substances and/or petroleum contamination at one or more brownfield sites owned by applicants. Direct costs may be used for brownfield site cleanup, programmatic management of the award, limited health monitoring and enforcement activities by local governments, and purchases of environmental insurance. Program funds are authorized through the Infrastructure Investment and Jobs Act (IIJA).

| Summary | Project Objectives: Projects must further efforts to develop inventories of brownfield sites, prioritizing sites, conducting community involvement activities, conducting planning, conducting site assessments, developing site-specific cleanup plans, and developing reuse plans related to brownfield sites. Eligible applicant can propose work on one or more brownfield sites. |

| Special Consideration | Certain types of sites require a property-specific determination to be eligible for Brownfields Grant funding. Please refer to Section 1.5 in the Information on Sites Eligible for Brownfields Funding under CERCLA § 104(k) and the information on Page 20 of the NOFO to determine whether your site requires a property-specific determination. Entities liable for contamination on the site(s) are not eligible for Brownfields Grant funding. See the Threshold Criteria Related to CERCLA/Petroleum Liability section on Page 20 of the NOFO for more information about site contamination and eligibility factors. An applicant must be the sole owner of the site(s) that is the subject of its Cleanup Grant application and must own the site(s) by NOVEMBER 13, 2023, to be eligible to receive a Cleanup Grant. Applicant must provide the community with a notice of intent to apply for the EPA Cleanup Grant; failure to do so in a timely manner can result in disqualification of the application (see Page 30 of the NOFO for details). |
| Notes | Applicants can submit only one Cleanup Grant Application and affirm they have not received funding from a previously awarded EPA Brownfields Cleanup Grant. A brownfield site is defined in CERCLA § 101(39) as real property, the expansion, redevelopment, or reuse of which may be complicated by the presence—or potential presence—of hazardous substances, pollutants, contaminants, controlled substances, petroleum, or petroleum products, or mine-scarred land. Community-Wide Assessment Grants are appropriate for communities beginning to address their brownfield challenges, as well as for communities with ongoing efforts to bring sites into productive reuse. EPA anticipates awarding an estimated 40 grants up to $500k, 17 grants between $500,001 and $2M, and 8 grants between $2,000,001 and $5M.
