The Advanced Transportation Technology and Innovation (ATTAIN) Program aims to deploy advanced technologies and related strategies to address issues and challenges in safety, mobility, sustainability, economic vitality, equity, and air quality that transportation systems owners and operators confront. Program funds are authorized through the Infrastructure Investment and Jobs Act (IIJA).

Program goals align with the National Roadway Safety Strategy (NRSS), committing the Department to “taking substantial, comprehensive action to significantly reduce serious and fatal injuries on the Nation’s roadways” to achieve zero roadway deaths through a Safe System Approach.

Summary

The Department seeks to support projects that deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Advanced transportation and congestion management technologies could include (but are not limited to):

· Advanced Traveler Information Systems
· Infrastructure Maintenance, Monitoring, and Condition Assessments
· Vehicle-to-Vehicle (V2V) & Vehicle-to-Infrastructure (V2I) Communications
· Integrated Corridor Management (ICM) Systems
· Advanced Parking Reservation or Variable Pricing Systems
· Electronic Pricing, Toll Collection, and Payment Systems
· Integration of Transportation Service Payment Systems
· Dynamic Ridesharing and other Shared-Use Mobility Applications
· Transportation Technologies to Improve Emergency Evacuation and Response
· Transportation System Performance Data Collection, Analysis, and Dissemination Systems

· Metropolitan Planning Organizations (MPOs)
· Other Political Subdivisions of a State or Local Government
· Multi-Jurisdictional Groups or Consortia of Research Institutions or Academic Institutions

*Applicants applying as a partnership with the private sector or public agencies are required to include a partnership plan in the technical application
**Any application submitted by a sole research or academic institution that is not part of a consortium will not be considered for selection
Special Consideration The Department seeks to fund projects that incorporate evidence-based climate resilience measures and features and address transportation’s disproportionate negative environmental impacts on disadvantaged communities. Additionally, the Department seeks to award projects that will create proportional impacts on all populations in a project area, remove transportation-related disparities to all populations in a project area, and increase equitable access to project benefits.

Rural Area = an area with a population of less than 50,000 residents according to the 2020 Census population estimates.
Notes Additional Project Selection Considerations (not limited to)
FHWA may prioritize projects that address the Administration’s Priorities and DOT Focus Areas, as applicable, and would evaluate the degree to which the project:
· Provides positive safety benefits for all users.
· Significantly reduces greenhouse gas emissions in the transportation sector.
· Incorporates evidence-based climate resilience measures or features.
· Addresses the disproportionate negative environmental impacts of transportation on disadvantaged communities.
· Enables all people within the multimodal transportation networks to reach their desired destination safely, affordably, and with a comparable level of efficiency and ease.
· Expands access to critical community services such as education and healthcare through public transportation/mass transit services.
· Includes project labor agreements.
· Includes high-quality workforce development programs with supportive services to help train, place, and retain people in good-paying jobs or registered apprenticeships.
· Expands access to goods and job opportunities through new or improved freight access.

Award Type: Cost-reimbursement cooperative agreements with cost-sharing.
Period of Performance: Estimated to be between 2 and 4 years.
